504 – 4c Bisect Pair on Cover. Signed by Andres Abella. First Day of Issue. A shortage of 2-centavos stamps prompted Andres Abella, the then acting Postmaster of Cebu, to authorise the bisection of the 4-centavos Rizal Monument Stamp. The stamps were literally cut into two and immediately used by the Cebu Postal Service beginning January 5, 1948 as 2-centavos issues.
